The need to properly and adequately staff the Primary Health Care (PHC) System cannot be overemphasized. With the Revitalization Program of the PHC System in Lagos State, there is a more acute need for sound human resources development. Thus, the State Government proposes to implement the Lagos State Health Volunteers' Scheme, LHVS. The Volunteers are expected to support and fill in the gaps in the triage at these PHC Facilities that will otherwise make the revitalization Program a daunting task.

Against this background, the State Government plans to recruit and train young post-NYSC graduates to provide the entry level support for the PHC System, allowing the different health care workers to perform the specialized and professional duties of their different cadres.
